In short

UAE employers juggle details that generic tools treat as an afterthought: gratuity worked out from each person's service and basic salary, salary files for the Wage Protection System, documents that expire on different dates, and staff from dozens of nationalities. Codeeo HR is configured to hold those details in one place. Gaps specific to your business are filled with modules we develop for you.

What Codeeo HR handles

From offer letter to final settlement, in one HR system.

Many companies in the Emirates still run HR from a mix of spreadsheets, a PRO's document folder and a payroll file prepared by the accountant each month. Codeeo HR replaces that with one employee record that every module reads from. Contracts, document expiry dates, leave, attendance and pay all sit against the same person, which means end of service figures, salary transfers and headcount reports are calculated from information HR already trusts. Settings are held per company, so a group with a mainland LLC and a free zone entity can run both in one HR management system UAE leadership can see across, while each entity keeps its own working week, leave types, allowances and approval routes. Rules with a legal edge, such as gratuity, are configured with your advisers rather than assumed. Access follows the same structure, so permissions can be set per entity, department or role.

Explain your project
  • Employee and document records

Personal details, job information, contracts and documents per employee, including passport, visa, Emirates ID and labour card details with their expiry dates. HR can filter by upcoming expiry and see which renewals are due next month, instead of relying on the PRO's own list or a shared spreadsheet. Scanned copies sit in the file next to the dates.

Every renewal visible before it becomes urgent.

  • Recruitment and onboarding

Vacancies, applicants, offer letters and joining tasks, including the steps that come between an accepted offer and a first day in the UAE, such as visa processing and medical tests, assigned to HR or the PRO with clear owners so a new joiner is not left waiting.

New joiners tracked from offer through to first day.

  • Attendance and shifts

Working hours, shift rosters, overtime and daily attendance per site, with reduced hours during Ramadan configured as a separate schedule so overtime is not miscalculated for a month every year and supervisors are not correcting timesheets by hand.

Attendance that reflects how UAE working weeks really run.

  • Leave management

Annual, sick and other leave types, balances, approvals and UAE public holiday calendars. Policies for different contract types or entities are set separately, and managers approve from their phone so a request does not sit in someone's inbox for a week. Carry forward rules are set per leave type.

Leave balances that follow each employee's contract.

  • Payroll

Basic salary, housing, transport and other allowances, deductions and payslips, run per entity. Salary transfer files for the Wage Protection System are not generated natively; the export format your bank or exchange house needs is reviewed and scoped as custom work. Each month's run is reviewed and approved before payslips are released to staff.

Monthly payroll prepared from approved, current data.

  • Gratuity and end of service

End of service gratuity is configured from each person's service and basic salary using the method your HR or legal adviser confirms under UAE Labour Law, or your free zone's own rules, and reviewed against your existing calculations before you rely on it.

End of service figures prepared the same way every time.

  • Performance management

Goals, review cycles, feedback and development plans, including probation reviews for new joiners, so managers in every department know when a review is due and HR can see which ones are late before the cycle closes.

Probation and annual reviews completed on schedule.

  • Employee self service

Staff update their details, request leave and download payslips, salary certificates and other letters from the web or the mobile app, which takes a large share of routine requests off HR's desk, especially in companies with many site based workers.

Salary certificates without a trip to the HR office.

  • Expenses, benefits and offboarding

Reimbursement claims, medical insurance details and benefits per employee, plus resignations, clearance, asset returns and final settlement workflows, so a leaver's last salary, leave encashment and gratuity are pulled together from the same record.

Final settlements assembled from one record, not five.

  • HR reporting

Headcount by nationality, entity and department, turnover, attendance and payroll reports, built from live data. Owners and finance teams can see the monthly salary bill and upcoming gratuity exposure without waiting for a spreadsheet to be compiled. Finance can download any report as a spreadsheet for its own analysis.

Workforce numbers ready for every management meeting.

Who this is for

Four UAE employers Codeeo HR is designed around.

The companies that call us are usually not short of good intentions about HR. They are short of one reliable record. These are the four situations we see most often across Dubai and the other emirates, and each one shapes how we set up the system for you. Businesses searching for HR software Dubai teams will actually use tend to recognise themselves in at least one.

01

Growing SMEs moving off spreadsheets

A trading company or agency with thirty staff can manage leave and salaries in Excel. At a hundred, with visas expiring every week and gratuity owed to long serving staff, the spreadsheet becomes a risk. We move your records into Codeeo HR, configure your leave and pay rules, and give the owner and HR one clear picture. Salary certificates and leave approvals then stop depending on one person being in the office.

It is easier to migrate before a second licence is added.

02

Multi site employers with shift workers

Restaurant groups, facilities management firms, clinics and retailers run rosters across malls, sites and emirates. Supervisors manage shifts per location, staff see their rosters and request leave in the app, and overtime is calculated from the same attendance data that payroll uses at month end. Area managers compare absence and overtime across sites without chasing each location for figures.

03

Companies with a mixed nationality workforce

UAE teams often span many nationalities, with different contract types, allowances, ticket entitlements and document sets. Codeeo HR holds each person's documents and expiry dates, benefits and allowance structure, so HR is not relying on memory when a renewal or a change of status comes up. Air ticket entitlements and allowances are recorded per person, so payroll applies them correctly.

04

Groups with mainland and free zone entities

A group might hold a mainland licence and one or more free zone licences, each with its own employees and administration. Some free zones, such as DIFC and ADGM, also have their own employment and data protection rules. We set each entity up separately inside one system, with group reporting on top. Each entity keeps its own working week, leave policy and payroll, while owners see the whole group.

Six stages to a live HR system across your UAE entities.

  1. 01DiscoveryWorkshops at our Dubai office or by video call cover your licences, working weeks, leave and allowance structures, gratuity approach, existing tools and any custom work you need.
  2. 02Data migrationEmployee records, documents, leave balances and service dates are cleaned and imported from spreadsheets or your old system, with HR checking samples before sign off. Old files stay readable until you are confident.
  3. 03Leave and pay rule configurationLeave types, public holidays, Ramadan hours, allowances, deductions and gratuity settings are configured per entity, then confirmed with your HR and legal advisers.
  4. 04Parallel payroll runOne or more months of payroll run in Codeeo HR alongside your current process, and every difference, including gratuity accruals, is explained before switching over.
  5. 05LaunchStaff are invited, the mobile app is rolled out, and HR, PRO and finance users are trained, in person in Dubai or by video for other emirates.
  6. 06SupportWe fix issues, update settings when rules or policies change, and add entities, modules or bank export formats as your company grows.

Technology

What we build this with.

The HR web system is built on Next.js, so HR, finance and managers get a fast browser application without installing anything. The staff app is built in Flutter for iOS and Android from one codebase, which matters in a workforce where both phone types are common across every department. Custom modules we add for you use the same stack.

Questions UAE employers ask about Codeeo HR.

Yes, it works for employers across all seven emirates.

Our office is in Dubai, but Codeeo HR is a cloud system and serves companies in Abu Dhabi, Sharjah, Ajman and the northern emirates in the same way. Workshops for clients outside Dubai can run by video call, or at our Dubai office if that suits you. Settings such as working week, sites and public holidays are configured for each entity, wherever its licence is issued. Group reports then bring every emirate and entity together, so leadership sees one headcount rather than several.
