Web application penetration testing explained: when contracts, launches or major changes make it necessary, how it differs from scanning and how to prepare.

Web application penetration testing is necessary when a contract, regulator or payment standard asks for it, when you are about to launch something that handles logins, personal data or payments, and when a major change has altered how the application works. For a brochure site with no user accounts it is usually more than you need. The rest of this guide explains how to tell which situation you are in and how to prepare so the test is worth the spend.
What web application penetration testing actually is
A penetration test is a time boxed exercise in which qualified testers try to break into your application the way an attacker would. They look for weaknesses, try to chain them together, and report what they could reach: another customer's records, an admin panel, a payment flow, the server underneath.
A vulnerability assessment is different: mostly automated scanning that lists known issues without proving they can be exploited. Both belong in security testing, but they answer different questions.
| Approach | What it tells you | Typical use |
|---|---|---|
| Automated vulnerability assessment | Known weaknesses, outdated components, missing headers and common misconfigurations | Regular checks, after each release, between pen tests |
| Web application penetration testing | Which weaknesses a skilled person can actually exploit, and how far they get | Before launch, after major change, when a client or standard requires it |
| Code review focused on security | Flaws in logic and handling of data that scanners cannot see | High risk features such as payments, permissions and file uploads |
When a pen test is necessary
Not every website needs one. These are the situations where it usually moves from "nice to have" to "plan it now".
A contract, client or standard asks for it
Enterprise buyers, banks and government entities often ask suppliers for a recent penetration test report during procurement. If you sell software or a portal to them, expect the question.
Card payments bring their own rules. The PCI Security Standards Council publishes PCI DSS, which includes testing requirements for environments that store, process or transmit card data. Exactly what applies depends on how you take payments, so confirm the scope with your acquiring bank or payment provider rather than relying on a summary.
You handle personal or sensitive data
The UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) expects organisations to protect personal data with appropriate technical and organisational measures. DIFC and ADGM have their own data protection regimes, and health and financial services have sector regulators with their own expectations. A pen test is one practical way to show that you checked your controls. Confirm with counsel or the relevant regulator which obligations apply to your business.
Before launching an application with accounts or payments
A first release of a customer portal, booking system or app backend is the cheapest moment to find serious flaws: no real data is exposed yet and fixes need no emergency deployments.
After a major change
Typical triggers include a new login method, a new payment provider, new user roles, a public API, or an AI feature that can read customer data. An incident or near miss is another trigger. If the change touches authentication, permissions or data flows, the last test no longer describes the system you run.
When it is probably not the priority
A small marketing site with no logins gains more from basic hygiene than from a full test: prompt updates, two factor authentication for admins, few plugins, tested backups and a periodic automated scan.
Hypothetical example: A Dubai consultancy runs a five page WordPress site with an enquiry form. A pen test would mostly confirm what a scan and an update routine already show. A year later the same firm adds a client portal where customers upload documents. That portal is the point to commission a test.
The OWASP Top 10 and what testers look for
Most testers use the OWASP Top 10 as a shared vocabulary. OWASP describes it as an awareness document, not a complete checklist, but it maps where applications commonly fail. The 2025 edition lists:
- Broken Access Control
- Security Misconfiguration
- Software Supply Chain Failures
- Cryptographic Failures
- Injection
- Insecure Design
- Authentication Failures
- Software or Data Integrity Failures
- Security Logging and Alerting Failures
- Mishandling of Exceptional Conditions
Many serious findings in business applications are access control problems: one customer sees another's invoice by changing a number in the address bar. Scanners rarely catch these, which argues for a human tester on any multi user system.

How to prepare your application for a pen test
Preparation decides whether you get a useful report or a list of things you already knew. Work through these steps with your development team before the testers start.
- Define the scope in writing. List the domains, environments, APIs and user roles in scope, and anything that is out of bounds, such as third party payment pages you do not control.
- Choose the environment. A staging copy that mirrors production is safer. If testing production, agree testing windows and inform your hosting provider if their terms require it.
- Create test accounts for every role. Customer, staff, manager, admin. Testers need these to check whether one role can do what another should not.
- Fix the obvious first. Run an automated scan and patch outdated frameworks, plugins and libraries. Paying specialists to report a missing update wastes their time.
- Prepare documentation. An architecture diagram and API description let testers spend their hours on logic rather than discovery.
- Back up and monitor. Take backups, check logging, and tell support a test is running.
- Book time for fixes. Reserve developer time straight after the report. Findings left open for months defeat the purpose.
Choosing a testing firm and reading the report
Questions to ask before you sign
- Is the test manual, automated, or both, and how many tester days are included?
- Is it a black box test (no information), grey box (user accounts and some documentation) or white box (code access)? Grey box usually gives the best value for business applications.
- Does the price include a retest once you have fixed the findings?
- Who are the testers, and which qualifications do they hold? Check credentials directly with the issuing body if it matters for procurement.
What drives pen test cost
Pen test cost depends mainly on the size of the scope (number of applications, APIs and roles), the depth of testing, whether mobile apps or infrastructure are included, the urgency, and whether a retest is part of the engagement. The way to get an accurate quote is to send two or three firms the same written scope and compare tester days and deliverables, not just the headline figure.
Reading the findings
Reports rank findings by severity. Fix critical and high issues first, then look for patterns: five access control findings often point to one design flaw in how permissions are checked.
Building security into the application from the start
A pen test checks your work; it does not replace secure development. Applications that pass with few findings share habits: permission checks enforced on the server for every request, input validated and output encoded, dependencies kept current, secrets kept out of code, and logging that would show an attack in progress. Teams building with AI coding tools should review generated code with the same care, a point covered in our guide to mobile app security in the age of generative AI. AI based monitoring can help too, within limits explained in AI in cybersecurity: strengths and limits.
Budget for testing and fixes when scoping work such as a healthcare app build or a property listing app.
Getting the application ready for testing
Specialist firms run the test; the quality of the result depends on the application they are handed. Codeeo's web development and custom software teams build portals, business systems and app backends, and can help you scope a test, tidy up known weaknesses beforehand and work through the findings afterwards. If your site is due for a broader health check first, start with a website audit. With a Dubai office, UAE teams can meet in person to walk through the scope. Frequently asked questions
Many organisations test once a year and after any major change, but the right rhythm depends on how often you release, what data you hold and what your contracts or payment arrangements require.
A product shipping significant features monthly may need targeted tests between full tests, plus automated scanning on every release.
