Casino apps from Dubai, built only for licensed gaming operators.

Our casino app development Dubai team builds guest, loyalty and staff apps for operators that hold, or are applying for, a licence from the UAE General Commercial Gaming Regulatory Authority, and for Dubai-based companies building products for licensed operators in other jurisdictions. Gambling is not legal in Dubai, so every app we build carries age and identity checks, geofencing and responsible gaming controls that keep gaming features away from anyone, and anywhere, they are not permitted.

We do not build for unlicensed operators, grey market sites or anyone hoping to offer play to people in Dubai. If a project cannot show a licence, or a credible path to one, we will say no in the first conversation and explain why.

What the app can include

Features shaped by the licence, not the other way round.

The UAE took a deliberate route into commercial gaming. Instead of opening the market, it created a federal regulator, the GCGRA, and the first commercial gaming facility licence went to the integrated resort under development on Al Marjan Island in Ras Al Khaimah. Dubai itself does not permit gambling. That changes what a casino app needs to do. Most of what a resort guest uses, such as room booking, dining reservations, show tickets, loyalty and concierge, involves no gaming at all and can be offered widely. The gaming parts must only switch on for a verified adult who is physically inside a permitted area and who meets the operator's own approval rules. For Dubai companies supplying operators licensed in Malta, the UK, the Isle of Man or US states, the same principle applies in reverse: the app must recognise where the player is and refuse to serve markets where the client holds no licence. The capabilities below are the ones we plan with your compliance team first.

Explain your project
  • Location gating and geofencing

Device location, network signals and venue Wi-Fi checks decide which features a session can see. Gaming screens stay hidden unless the person is inside the licensed premises or a jurisdiction your client is permitted to serve. Spoofed GPS, VPN use and emulators are detected and logged, and a failed check closes the gaming area rather than guessing.

Nothing is offered in a place where it is not legal.

  • Age and identity verification

Document capture for passports and Emirates ID, liveness checks and matching against the identity provider your licence conditions require. Verification happens before any gaming feature appears, results are stored with a clear audit record, and anyone under the legal age, or unverified, simply never reaches that part of the product.

Only verified adults ever see a gaming screen.

  • Responsible gaming tools

Deposit, loss and session limits the player sets and the operator can tighten, cooling off periods, self exclusion that applies across every channel, reality check reminders and quick links to support services. Staff see warning signs such as rising spend or long sessions so a trained person can step in early.

Player protection is built in, not added after an audit.

  • Resort guest app

The non gaming side of an integrated resort: room bookings, check in, digital keys where your hotel system supports them, restaurant tables, spa slots and event tickets. This part of the app can be promoted openly because it holds no gaming content, and it is often where most guests spend their time.

One app for the stay, with gaming kept separate.

  • Loyalty and tier management

Points, tiers and rewards earned from hotel, dining and entertainment spend, with gaming related accrual shown only to verified guests in permitted areas. Offers respect exclusion lists, so a self excluded guest never receives a gaming incentive, and marketing rules from your licence are applied automatically.

Rewards that never undermine responsible gaming.

  • Guest messaging and concierge

In app chat with the concierge and host team for restaurant changes, transport, event seating and special requests, with message templates that keep staff from sending gaming promotions to anyone who has opted out or self excluded. Conversations are retained according to your record keeping policy.

Personal service without breaking marketing rules.

  • Anti money laundering controls

Customer due diligence steps, source of funds prompts at thresholds your compliance officer defines, sanctions screening through your chosen provider and flags for unusual patterns. Every decision is recorded so your team can show regulators who reviewed what, and when.

An audit trail ready for regulator questions.

  • Cashier and payment integration

Deposits and withdrawals for licensed play run only through processors and banks your compliance team approves, with name matching between the verified player and the payment method, limits checked before every transaction and withdrawals routed for review when rules require it. Hotel and dining payments can use Apple Pay and cards through a separate, non gaming flow.

Money moves only through approved, traceable channels.

  • Staff and host app

Hosts, cage staff and security get a separate app with role based access: guest recognition, service requests, incident logging and exclusion alerts. Sensitive data is shown only to roles that need it, and every lookup is recorded.

Staff act fast without seeing more than they should.

  • Game content for licensed markets

For studios building casino game app development work for operators licensed abroad, we build the client application and integrate certified remote game servers and random number generators supplied by accredited vendors. We do not create uncertified real money games or social casino products aimed at Dubai players.

Game delivery that respects each market's certification rules.

Who this is for

Four kinds of team we work with, and one we turn away.

Gaming in the UAE is still taking shape, and the honest answer for many enquiries is that the project should not go ahead. We work with teams that have a licence, are actively applying for one, or are building for a licensed operator elsewhere. If you are none of these, we will not take the work, and we will not suggest workarounds. For everyone else, the starting point depends on where you are in the licensing process and who your players are. A resort guest in Ras Al Khaimah, a member of a hotel loyalty scheme in Dubai and a verified player in a European market each need a different version of the product, and in some cases the right answer is that a person sees no gaming content at all. Here is where we usually start.

01

Integrated resort operators preparing for opening

A resort under a GCGRA licence needs a guest app well before the gaming floor opens: hotel, dining, entertainment and loyalty first, with gaming related features held behind verification and location checks until the regulator is satisfied. We plan the app in phases that line up with your licence conditions, and we keep the non gaming release independent so it can go live on its own schedule.

Phasing protects your launch date.

02

Applicants building their compliance case

If you are preparing an application, the regulator will want to see how player protection, identity checks and anti money laundering controls will work in practice. We can design and prototype those flows with your legal and compliance advisers, so the application describes a working system rather than a promise. Nothing goes live until a licence is in place.

We build the controls first, gaming features last.

03

Dubai studios supplying operators licensed abroad

Many product teams in Dubai build for operators licensed in Europe or North America. We work as an extension of that team on the client app, the lobby, cashier integrations and certification paperwork, with geofencing that blocks the UAE and every other market your client is not licensed for. The product never becomes available to players here.

The UAE stays a blocked territory in every build.

04

Hospitality groups adding loyalty to a future gaming venue

Some hospitality groups want a single loyalty programme across hotels, restaurants and a planned gaming venue. We build the shared membership and points system now, with the gaming parts designed but switched off, so the programme can grow once licensing allows without a rebuild. Members in Dubai keep earning and spending on stays, dining and entertainment, and nothing related to gaming is ever shown to them while they are here.

Six steps, with your compliance officer at every one.

  1. 01Licence and scope reviewWe read the licence conditions or application plan with your legal team, list the jurisdictions involved and confirm which features may legally exist where, before anything is designed.
  2. 02Control designIdentity, age, location, limits, exclusion and anti money laundering flows are designed and signed off first, because every later screen depends on them.
  3. 03Guest experience designHotel, dining, events and loyalty screens in English and Arabic, with clear separation between open content and anything gated behind verification.
  4. 04Integration and buildConnections to your hotel system, identity provider, payment processor, sanctions screening and certified game servers, built behind feature flags controlled by compliance.
  5. 05Testing and certificationLocation spoofing tests, underage and excluded user tests, penetration testing and support for any independent testing lab your licence requires.
  6. 06Supervised releaseNon gaming features first, gaming features only once approved, with monitoring and a documented route to switch any feature off within minutes.

Technology

What we build this with.

Native or cross platform apps, a secure cloud backend hosted where your licence and data rules require, and integrations with the identity, payments and screening providers your compliance team has approved. Feature flags let compliance staff switch any gaming feature off without a new app store release.

Questions operators ask before a casino app project.

Building software is legal; offering gambling in Dubai is not.

A Dubai company can design and build software for operators that hold a licence from the GCGRA or from a regulator in another country. What the law does not allow is offering gambling to people in Dubai. That is why we only work with licensed operators or credible applicants, block the UAE in apps built for foreign markets, and ask for licence evidence before we start. Your own legal advisers should confirm the position for your specific project.
