Resident and owner apps for Dubai towers, villa communities and master developments.

Community management app development in Dubai is what we do for management companies, master developers and owners committees who run jointly owned buildings and gated villa estates. We build the resident app, the gate and security app, the facilities team app and the admin console behind them, so service requests, visitor passes, amenity bookings and owner notices all move through one system instead of a reception desk, three WhatsApp groups and a shared inbox.

The app works alongside the official Dubai processes rather than around them. Service charge budgets and invoices still come from Mollak, tenancy contracts are still registered through Ejari, and the app keeps residents informed about both instead of inventing a parallel record. That keeps your management company on solid ground with RERA while residents finally get one place to ask for help.

Inside the platform

What residents, guards and facility managers each get from the app.

A Dubai community rarely has one type of user. A high rise in Dubai Marina mixes resident owners, investor owners who live abroad, long term tenants and short stay guests. A villa estate in Arabian Ranches or Dubai Hills Estate adds domestic staff, gardeners, pool contractors, cleaning crews and a steady stream of delivery riders at the gate. Each group needs different permissions, and the people paying service charges are not always the people living in the unit.

So we model units, owners, occupants and staff as separate records from the first sprint. That single decision decides who can book the tennis court, who receives the budget notice, who can approve a visitor and who sees a maintenance ticket. The modules below are the ones management companies in Dubai ask for most often; you choose which belong in the first release.

Explain your project
  • Unit and occupancy register

Every apartment, townhouse or villa is held against its owner and current occupants, with tenancy start and end dates taken from the Ejari details the owner supplies. When a tenant leaves, their access ends on the right day instead of whenever someone remembers to delete them.

The app always knows who lives where and who pays for what.

  • Maintenance and snagging requests

Residents photograph a leaking chiller valve or a broken gym machine, choose the location and submit. The ticket routes to the facilities supervisor, who assigns a technician and closes it with an after photo. Common area faults and in unit faults follow separate rules, since one is a service charge cost and the other usually is not.

Faults are logged once, tracked to closure and reported by building.

  • Visitor passes and gate control

Residents pre register guests, cleaners and drivers, and the guard app scans a QR pass at the barrier. Recurring passes cover domestic staff, while one time passes expire after the visit. Delivery riders can be logged at the gatehouse without the resident walking down to meet them.

Fewer intercom calls and a searchable log of who entered and when.

  • Amenity booking

Pools, padel courts, barbecue areas, majlis rooms and party halls are booked by slot with house rules attached. You set limits per unit, block time for maintenance and decide whether tenants, owners or both can book.

No double bookings and no disputes over who reserved the court.

  • Move in, move out and fit out permits

Residents apply for a moving permit or a renovation approval inside the app, upload contractor documents and pay any refundable deposit you require. The building manager approves, books the service lift and notifies security of the date.

Permits are approved in order and the loading bay is never double booked.

  • Owner notices and service charge visibility

Annual budget notices, general assembly invitations and payment reminders go to owners, not tenants. The app shows the owner what Mollak has issued and links them to the official payment route, so you are not maintaining a second ledger that could drift from the registered one.

Owners see the right notice without reception forwarding PDFs.

  • Community announcements and polls

Water shutdown notices, pest control schedules, Ramadan timings for the gym and Eid event invitations are posted by building or by cluster. Quick polls give the owners committee a sense of opinion before a formal vote.

Notices reach the right building instead of the whole estate.

  • Facilities team app

Technicians, cleaners and grounds staff get a separate app with their daily task list, planned preventive maintenance rounds and asset checklists for lifts, pumps and fire systems. Supervisors see progress live and can reassign work when someone is off site.

Planned maintenance is done on schedule and proven with timestamps.

  • Lost property, parcels and concierge

Towers with a concierge desk receive dozens of parcels a day. Staff log each one against the unit, the resident gets a notification with a collection code, and the handover is signed on the tablet. The same module handles lost property found in the gym or car park and dry cleaning or key handovers left at reception.

Parcels stop piling up at reception and every handover is recorded.

  • Management dashboard

Open tickets by building, average closure times, amenity use, permit volumes and visitor peaks, filtered by community or tower. Reports can be exported for owners committee meetings and RERA related audits.

Managers walk into committee meetings with real numbers.

Who this is for

Four kinds of Dubai operator we build community apps for.

Community management in Dubai sits under the jointly owned property law, Law No. 6 of 2019, with RERA and the Dubai Land Department overseeing management companies, budgets and service charges. The operators who come to us are usually caught between that regulated side and residents who expect a phone app as good as the delivery apps they use daily. As community management app developers in Dubai, we spend the first workshop understanding which side is causing the most pain, because that decides what goes into the first release. Here are the starting points we see most.

01

Management companies running several buildings

If your team manages towers in Business Bay, JLT and Jumeirah Village Circle for different owners committees, you need one platform with strict separation between portfolios. Each building gets its own branding inside the app if required, its own rules and its own reporting, while your head office sees everything from one console. Staff who cover more than one tower switch between them without logging in twice.

Multi building permissions are planned in discovery, not patched in later.

02

Master developers handing over new phases

When a developer hands over a new cluster of villas or a new tower inside a master community, residents arrive in waves and every one of them needs keys, access cards, a snagging route and an introduction to community rules. A handover module lets new owners book their key collection, log snags against the developer warranty and register occupants before moving in.

The handover tools can be retired once a phase settles.

03

Gated villa communities with heavy gate traffic

Villa estates live and die by the gate. Nannies, drivers, gardeners, pool cleaners, food delivery and furniture vans all arrive daily, and guards need to clear them quickly without waving everyone through. We build the gate app for tablets in the guard house, with offline caching in case the connection drops, and give residents control of their own guest lists.

Gate hardware integration depends on your barrier and camera vendor.

04

Owners committees wanting better oversight

An owners committee does not run the building day to day, but it does review budgets and the management company's performance. A read only committee view shows ticket trends, contractor response and amenity costs, which gives members facts to raise at meetings rather than anecdotes from the residents' chat group.

Committee access is agreed with the management company in writing.

How a Dubai community app moves from site walk to launch.

  1. 01Site walk and workshopWe meet your community manager and security lead in Dubai, walk the gate, the lobby and the plant room, and list every request type that currently arrives by phone, email or chat.
  2. 02Roles and data modelOwners, tenants, family members, domestic staff, guards, technicians and committee members are defined with exactly what each one can see, book, approve and receive.
  3. 03Bilingual designArabic and English screens designed together, right to left layouts tested properly, and plain wording that works for residents of many nationalities reading in a second language.
  4. 04Build and integrationsResident app, guard app, technician app and console built in parallel, connected to your access control, payment gateway and any facilities software you already run.
  5. 05Pilot in one buildingWe launch in a single tower or cluster first, watch how guards and residents use it for a few weeks, and fix what slows them down before the wider rollout.
  6. 06Community rollout and supportRemaining buildings onboarded in an agreed order, staff trained on site, and a support arrangement in place for updates when rules, buildings or regulations change.

What Dubai management companies ask before commissioning a community app.

It depends on how many apps and integrations the first release includes.

A resident app with maintenance requests, announcements and amenity booking is a smaller job than a full platform with a guard app, barrier integration and a facilities team app. We agree the first release scope in the discovery workshop, then write the dates down before design starts. Pilot time in one building is planned in too, since gate and maintenance flows only show their weak points once real residents use them.
