Paid legal consultation portals that connect Dubai clients with verified lawyers.

Codeeo delivers legal consultation booking website development in Dubai for legal marketplaces, multi lawyer networks and firms that sell fixed consultations online. Clients choose a practice area, compare verified lawyers, pick a slot, pay securely and receive a VAT invoice. Lawyers manage their own availability and fees inside a provider portal, and the platform keeps its commission and pays out the balance on a schedule you control.

Legal services booking platform development is commerce work, not brochure work. Every part of it, from lawyer onboarding to refunds after a missed call, has to work when real money and real legal problems are involved, and it has to stay inside the rules that govern the profession in the UAE.

What the platform includes

The commerce engine behind a paid legal consultation portal.

A legal booking portal has three sets of users with different needs. Clients want to find a qualified lawyer quickly, see the price before they commit and get a meeting that actually happens. Lawyers and consultants want control of their calendar, their fee and their professional profile, and they want to be paid on time. The operator needs every provider verified, every payment reconciled and every complaint handled through a clear process.

Dubai adds its own requirements. Federal Law 34 of 2022 separates advocates, who may appear before UAE courts, from legal consultants, so listings must show which a provider is. Fees attract VAT, and the operator needs tax invoices that satisfy the Federal Tax Authority. Clients pay by card, Apple Pay and increasingly expect instalments through Tabby or Tamara for larger packages. Personal data falls under the UAE PDPL, and DIFC or ADGM rules where the platform or its providers sit in those centres. These are the modules we build to cover all of that.

Explain your project
  • Provider onboarding and verification

Lawyers apply through a guided form that collects licence numbers, issuing authority, practice areas, languages, professional indemnity details and identity documents. Your compliance team reviews each application in the admin, records the check against the relevant register and approves, rejects or requests more information. Licence expiry dates trigger reminders and automatic suspension.

Only verified, currently licensed providers can take paid bookings.

  • Searchable lawyer listings

Listings filter by practice area, language, advocate or consultant status, meeting type, earliest availability and fee band. Each profile shows qualifications, jurisdictions and reviews from completed consultations. Ranking rules are set by you and documented, so providers understand how they appear.

Clients find a suitable lawyer in minutes rather than calling around.

  • Real time availability and booking

Providers set working hours, buffers, consultation lengths and blackout dates, or sync an existing Outlook or Google calendar. Clients see only open slots in Gulf Standard Time, choose video, phone or office meeting, and answer intake questions the lawyer has configured for that practice area.

No double bookings and no back and forth to agree a time.

  • Checkout and payment integration

A short checkout with cards, Apple Pay and Google Pay through a gateway licensed to operate in the UAE, with Tabby or Tamara offered for packages where you choose. Payment is captured at booking or authorised and captured after the session, depending on your refund policy.

Clients pay in a familiar way and the platform is paid before time is spent.

  • Commission, split payments and payouts

The platform calculates its commission per booking, by provider tier or practice area, and holds the provider's share until the consultation is marked complete. Payouts run weekly or monthly to verified bank accounts, with statements each provider can download.

Providers trust the money flow and finance reconciles it without spreadsheets.

  • VAT invoices and receipts

Every payment produces a tax invoice with the correct supplier details, TRN and VAT breakdown, whether the platform or the provider is the supplier under your model. The structure is ready for the UAE's planned e-invoicing rollout so the data does not need rebuilding later.

Invoices satisfy the FTA and your accountants on the first submission.

  • Cancellations, refunds and no shows

Rules for client cancellation windows, provider cancellations, rescheduling limits and no shows on either side, applied automatically with partial or full refunds. Refunds return to the original payment method and every decision is logged with a reason.

Disputes about money are settled by policy, not argument.

  • Disputes and complaint handling

A structured complaint flow lets clients raise a problem about a session, attach evidence and track the outcome. Your team mediates in the admin, can hold a payout while the case is open and records the resolution for both parties.

Complaints are resolved through a fair process that protects the platform's reputation.

  • Verified reviews

Only clients with a completed, paid consultation can leave a review, and providers may reply once. Moderation rules remove anything that discloses confidential matter details, and reviews never describe case outcomes in a way that breaches professional conduct rules.

Ratings are credible because they come from real paying clients.

  • Secure client and provider portals

Clients see bookings, invoices and documents they chose to share; providers see their calendar, earnings and client intake. Role based access, two factor login, encrypted storage and audit logs are standard. Hosting location is agreed with you in light of the UAE PDPL and any DIFC or ADGM obligations.

Sensitive information is visible only to the people who need it.

Who this is for

Four businesses that need a paid legal booking platform.

The business model decides the build. A marketplace that earns commission from independent lawyers has different verification, payout and tax needs from a single firm selling fixed price consultations from its own team. We start by mapping who is the supplier of the service, who holds the money and who is responsible when something goes wrong. These four models are the ones we see most often in Dubai.

01

A legal marketplace start up

You are building a platform where clients compare and book independent lawyers and consultants across practice areas. You need provider onboarding at scale, verification, listings ranking, commission and payouts, disputes and reviews. We build a first release around a few practice areas with strong demand, so you can prove supply and demand in Dubai before adding more. Employment, tenancy and company setup questions are common starting points for residents and founders across Dubai, and they suit short paid sessions well.

Launching narrow and deep fills calendars faster than launching wide.

02

A firm selling fixed price consultations

Your own lawyers offer a defined first consultation, contract review or will drafting session at a set fee. You do not need payouts to third parties, but you need clean booking, payment, intake and invoicing tied to your practice management system. The platform runs on your own domain and brand, alongside your firm's main site. Clients in DIFC towers or Business Bay offices can choose a video call or a meeting at your premises, and the slot types reflect what each lawyer offers.

03

A network of affiliated consultants

You coordinate a group of independent legal consultants who share a brand. The platform handles each consultant's calendar and fee, takes a network fee and pays out the rest. Shared standards for profiles, response times and client communication are enforced through the admin rather than by email reminders. Consultants who fall below agreed standards can be paused from search while the network reviews the issue.

04

A business services provider adding legal advice

You already sell company formation, visa or accounting services and want clients to book paid sessions with partner lawyers. We add a legal consultation module to your existing platform, with clear separation so clients know they are contracting with the lawyer for advice, not with your firm. Your existing customer accounts carry over, so a client who formed a company with you books a lawyer without registering again.

The contract chain must be clear to clients, providers and the tax authority.

How we take a legal booking portal from model to launch.

  1. 01Business model workshopsIn person sessions in Dubai to settle who supplies the service, commission rules, refund policy, provider standards and the practice areas you launch with, recorded in a written scope.
  2. 02Payments and tax designWe choose the gateway, payout method and invoice structure with your finance adviser, so VAT, split payments and refunds work correctly before any screen is designed.
  3. 03Experience designSearch, profile, booking and checkout screens for clients, onboarding and calendar screens for providers, designed in Arabic and English and tested with real users.
  4. 04Platform buildWe build the marketplace, admin and provider portals in short cycles, with a working staging site you can click through at each review.
  5. 05Testing with moneyPayments, refunds, payouts and invoices are tested from booking to payout in sandbox and then with small live transactions before any client books.
  6. 06Launch and supply growthWe onboard your first providers, monitor bookings, conversion and complaints, and add features such as packages or subscriptions as the data shows demand.

Questions about building a legal consultation booking platform.

Timing follows the business model, the payment setup and the first release scope.

A single firm selling its own consultations needs fewer moving parts than a marketplace with independent providers, payouts and disputes. Gateway approval and merchant onboarding can take longer than the build, so we start that paperwork early. After discovery we agree the release scope and write the delivery plan with dates, and you see working software at regular reviews rather than waiting until the end.
