Payroll software that turns a Dubai salary run into one checked file.

Codeeo handles payroll software development in Dubai for employers who have outgrown spreadsheets and packaged tools. We build systems that calculate monthly pay, allowances and deductions, generate the Salary Information File for the Wage Protection System, accrue end of service gratuity, handle DEWS contributions for DIFC staff and GPSSA contributions for UAE nationals, and publish payslips in English and Arabic. Finance closes each month from a single source of figures.

Payroll errors in the UAE are expensive in time and trust. A late or mismatched WPS file can trigger MOHRE follow up, and a wrong gratuity figure surfaces only when someone resigns. Custom software puts your pay policy into rules that are tested, versioned and visible to the people who sign off each run, and every rule change is dated.

What the system covers

The parts of a pay cycle we build and connect.

A Dubai payroll is rarely one formula. Basic salary drives gratuity, but housing, transport and phone allowances usually do not. Some staff are paid through a bank, others through an exchange house acting as a WPS agent. A DIFC subsidiary pays into DEWS while the mainland company accrues gratuity, and Emirati employees need GPSSA contributions on a different salary base. Unpaid leave, salary advances, traffic fine recoveries and loan instalments all change net pay in the same month.

We model each of these as a separate pay element with its own rules, then link them in the order your payroll officer actually works: inputs, calculation, review, approval, file, payslip, ledger. Attendance, leave and overtime can come in from your existing HR tools or from a module we add. The first release covers the elements you pay every month; rarer ones follow once the core run is proven.

Explain your project
  • Salary structures and pay elements

Basic pay, fixed allowances, variable earnings and one off payments are set up per grade, entity and contract type. Each element carries a flag that says whether it counts towards gratuity, overtime or pension, so a change to the housing allowance never quietly alters an end of service figure.

Every figure on a payslip can be traced to a named rule.

  • WPS Salary Information File

The system builds the SIF in the layout your bank or exchange house requires, with employer and employee identifiers checked against the MOHRE records you hold. Validation runs before export, catching missing personal numbers, routing codes or IBANs while there is still time to fix them before the payment deadline.

Rejected salary files become rare rather than routine.

  • Deductions, advances and recoveries

Salary advances, staff loans, unpaid leave, damage recoveries and traffic fines are entered once with a schedule, then deducted automatically across the agreed months. Limits on how much can be taken in one month are configured as rules, and HR can pause a recovery with a recorded reason.

Net pay is predictable and every deduction is explained.

  • End of service gratuity accruals

Gratuity builds up month by month from basic salary and service dates, with unpaid leave excluded and contract changes respected. Finance sees the liability per employee and per entity, and the final settlement screen calculates the payout on exit using the same rules, alongside leave encashment and notice pay.

The balance sheet liability and the exit payout always agree.

  • DEWS for DIFC employees

For staff employed by a DIFC entity, the system calculates monthly contributions to the DIFC Employee Workplace Savings plan, or to a qualifying alternative scheme, and switches the rate when service passes five years. A contribution report is produced on each run, ready for the trustee upload before the monthly cut off.

DIFC and mainland staff are paid correctly in one run.

  • GPSSA contributions for UAE nationals

Emirati employees need pension contributions from both employer and employee, calculated on the salary base defined by the General Pension and Social Security Authority. The software holds those rates as editable settings, separates the contribution salary from the gross, and produces the monthly report for registration and payment.

Pension filings for nationals no longer depend on a side spreadsheet.

  • Bilingual payslips and employee self service

Staff open their payslip in a mobile app or web portal in English or Arabic, see year to date totals and download salary certificates for bank or visa use. Questions about a line item go to payroll as a tagged request instead of a phone call to the finance office.

Fewer payslip queries reach the payroll team each month.

  • Approvals and audit trail

A run moves through prepared, reviewed and approved stages, with variance reports that compare this month against last by employee and element. Every manual adjustment needs a comment, and the log records who changed what, so external auditors receive a clear trail rather than a folder of emails.

Sign off is based on evidence, not on trust.

  • Accounting and HR integrations

Journal entries post to your ledger by cost centre and entity, whether that is Odoo, Business Central, Zoho Books or another system with an API. Joiners, leavers and attendance can be pulled from your HR platform so payroll is not keyed twice. Bank payment instructions for staff outside WPS, such as senior executives on group contracts, can be exported in the same step.

Payroll costs land in the accounts on the day the run closes.

Who it suits

Four Dubai payroll situations we design for.

Off the shelf payroll products handle the common case well. They struggle when a company has several licences, unusual allowance policies or workers paid through more than one WPS agent. As a payroll software development company in Dubai, we see the same four starting points again and again. Each leads to a different first release, and the discovery phase is where we agree which one you are.

01

Groups with mainland, free zone and DIFC companies

A holding group may run a trading company licensed by the Department of Economy and Tourism, a free zone subsidiary in JAFZA or DMCC, and a financial services arm in DIFC. Each needs its own employer record, bank file and benefit rules, while the group finance director wants one consolidated cost view. We design multi entity payroll with shared employee profiles and separate legal ledgers.

Intercompany secondments are tracked so costs are recharged correctly.

02

Contractors and facilities firms with large workforces

Thousands of site and service workers paid through an exchange house, many with overtime, food allowance and accommodation deductions. Payroll here is about volume, accuracy and timing. We focus on bulk inputs from site supervisors, fast validation and SIF output that clears first time, plus payslips workers can read on a basic phone. Labour camp deductions, site transfers mid month and end of contract settlements for workers flying home are handled as normal workflow, not as special cases.

Language options can extend beyond Arabic and English.

03

Payroll bureaus and outsourcing providers

Firms that run payroll for dozens of Dubai clients need client separation, per client rule sets, batch processing and white labelled employee portals. We build the platform so your team can onboard a new client by configuration, not by new code, and each client only ever sees its own staff. Cut off calendars differ between clients, so the system tracks each client's input deadline, approval contact and payment date, and warns your team when inputs are late.

Client billing reports can be generated from the same data.

04

Companies that have outgrown a packaged tool

Perhaps commission plans are too complex for your current software, or every month ends with manual corrections exported to Excel. Custom payroll software development in Dubai lets you keep the parts that work, migrate history and opening balances, and replace only the calculations that keep breaking.

We run old and new systems side by side before switching.

From pay policy to the first live salary file in six steps.

  1. 01Pay policy discoveryWe sit with HR and finance at your Dubai office, read contracts and policies, and list every pay element, entity, bank and exception that touches a monthly run, including the ones handled outside the system today.
  2. 02Data audit and migration planEmployee master data, service dates, leave balances and historic gratuity accruals are checked for gaps, because errors in opening balances follow every later calculation.
  3. 03Rules engine and screensCalculation rules are written as configurable logic with tests for each case, while the payroll officer screens are designed around review and approval rather than data entry.
  4. 04Parallel runsThe new system runs beside your current payroll for agreed months. Differences are explained line by line until both sets of figures match or the old one is proven wrong.
  5. 05Go live on a real cycleThe first live run produces the actual SIF, payslips and journals, with our engineers available through the cut off window to resolve anything unexpected.
  6. 06Year round supportRate changes, new allowances, new entities and regulatory updates are handled as small, tested releases so payroll is never edited directly in production.

Technology

What we build this with.

A web application for payroll staff, an optional mobile app for employees, and a calculation service with automated tests for every rule. Data is encrypted at rest and in transit, hosted in a cloud region you approve, with role based access that keeps salary data limited to named users.

Questions Dubai finance teams ask about payroll software.

It depends on the number of entities, pay elements and integrations in the first release.

A single mainland company with standard allowances and one bank file is far smaller than a multi entity group with DIFC staff, exchange house payments and ledger integration. Discovery produces a ranked feature list and a written plan per sprint. Parallel runs then add at least one full pay cycle of checking before go live, and we plan around your month end so the switch never lands on a busy close.
