Property marketplaces where Dubai agencies pay to list and your platform gets paid.

Codeeo delivers property marketplace website development in Dubai for founders and operators who want many agencies, developers and landlords advertising on one platform. We build the commercial engine behind it: verified onboarding for brokers, listing packages and credits, featured placements, subscriptions, invoices with VAT, refunds and dispute handling, so every advert on the site is both compliant with Dubai rules and paid for.

A marketplace lives or dies on two things: trust in the listings and a billing system that agencies find easy to top up. Search and design matter, but if verification is loose or payments are clumsy, both sides leave. We start with those two.

What the platform can include

The commerce and trust layer of a listing marketplace.

Most people picture a property marketplace as a search page full of apartments. The harder part sits behind it. Brokerages must prove they are licensed before they post, every advert needs a valid Dubai Land Department permit, packages and credits must be sold, consumed and reconciled, and complaints about misleading listings must be handled with a record. Below are the modules we design for marketplaces in Dubai. Not every platform needs all of them on day one; we usually recommend launching with verification, packages, payments and core search, then adding promoted placements, lead billing and reviews once agencies are active and paying. Each module also has an admin side, because the people running a marketplace in Dubai spend their day approving agencies, answering billing questions and reviewing reports, and they need tools as good as the public pages.

Explain your project
  • Agency and broker onboarding

Companies sign up with trade licence details, RERA office registration, authorised signatory and billing contacts. Individual brokers join under their agency with their broker registration number. Your operations team reviews documents in an admin queue before an account can publish. Licence expiry dates are stored, and the agency gets a reminder before its account is restricted.

Only licensed agencies appear on your marketplace.

  • Permit checks on every advert

A listing cannot go live without a Trakheesi permit number in the right format, and the Madmoun QR code is displayed on the public page. Listings whose permits expire are pulled automatically and the agency is notified to renew. Your moderators can also spot check permits against the public verification page from inside the admin panel.

Fewer regulatory complaints and fewer fake adverts.

  • Listing packages and credits

Sell bundles of listing slots, monthly allowances or pay as you go credits. Agencies see their balance, what each action costs in credits, and when the allowance resets. Unused credit rules are written into the terms and enforced by the system. Corporate accounts can split one balance across several branches, with a manager deciding who spends what.

A clear product catalogue agencies can buy without calling sales.

  • Featured and promoted placements

Premium positions in search results, community pages and newsletters, sold by date range and inventory so you never oversell a slot. Promoted listings are labelled clearly for buyers, which keeps the marketplace honest. An inventory calendar shows sales staff which slots in Dubai Marina or Business Bay are still open next month.

A second revenue line that does not damage search quality.

  • Payments, invoices and VAT

Card payments, Apple Pay and bank transfer for larger agency accounts, through a UAE licensed payment gateway. Tax invoices carry your TRN and the customer's, VAT is calculated on each line, and the records are ready for the coming UAE e-invoicing rules. Agencies download every invoice from their dashboard, and credit notes are issued automatically when a refund is approved.

Finance closes the month from system records, not spreadsheets.

  • Subscriptions and renewals

Monthly or annual agency plans with automatic renewal, upgrade and downgrade with prorated charges, failed payment retries and a grace period before listings are paused. Agencies change plans from their own dashboard. Renewal reminders go out by email before each charge, which keeps disputes and chargebacks down.

Predictable recurring revenue with fewer collection calls.

  • Lead delivery and billing

Calls, WhatsApp clicks and enquiry forms are tracked per listing and delivered to the right agent. If you charge per qualified lead, the rules for what counts and how disputes are raised are built into the agency dashboard. Recorded call tracking numbers can be added later if your lead billing model needs that evidence.

Agencies see the value they are paying for.

  • Payouts for rental bookings

If your marketplace takes deposits for short stay holiday homes, the platform holds the guest payment, deducts your commission and pays the licensed operator on a schedule, with refunds handled under a published cancellation policy. Payout reports match each transfer to the bookings it covers, so operators reconcile without asking your team.

Commission is collected automatically, not chased afterwards.

  • Reports, reviews and disputes

Buyers report misleading listings, agencies dispute charges, and both flows land in a case queue with deadlines, notes and outcomes. Verified reviews of agencies are collected only after a real interaction, and moderated before publication. Outcomes feed into an agency quality score you can use in search ranking.

A written trail for every complaint and every refund.

  • Search built for many sellers

Filters by community, tower, price, bedrooms and completion status, plus duplicate detection so the same unit posted by five agencies appears once with the agencies listed. Ranking rules are transparent and configurable from the admin panel. Saved searches send alerts when matching units appear, bringing buyers back without paid ads.

Buyers see cleaner results, agencies compete on quality.

Who this is for

Four marketplace models we build in Dubai.

Dubai already has large general property portals, so a new marketplace usually wins by being narrower or by serving one side better. The commercial model decides the build: who pays, for what, how often and with what proof. These four models cover most of the briefs founders bring to us, and each one shifts the weight of the work to a different part of the platform. If your model mixes two of them, we plan the shared parts once and keep the rules for each side separate.

01

A niche listing portal

Commercial property only, luxury only, off-plan only or a single language community of buyers. The product is a focused audience, so agencies pay for access to it through packages and featured slots. We concentrate on verification, packages, analytics agencies can show their managers, and content that makes the niche obvious to search engines and buyers. Launching in a handful of Dubai communities first keeps moderation manageable while agencies learn the platform.

Narrow audiences justify premium listing prices, so measurement matters.

02

A holiday home booking marketplace

Licensed holiday home operators list units, guests book and pay online, and your platform takes commission. The build centres on availability, deposits, cancellation rules, payouts and checks that each operator holds a valid Department of Economy and Tourism permit before a unit goes live. Guest identity steps are kept within what operators are required to collect. Seasonal pricing and minimum stay rules are set by each operator, within limits your platform defines.

03

A developer and broker exchange

Developers publish off-plan inventory and brokers register buyers against units. Money flows as broker registration fees, featured launches or developer subscriptions. The heavy parts are permission rules, inventory status and a clear record of which broker introduced which buyer. Developers can restrict which broker tiers see a launch before it opens to everyone.

Escrow payments for off-plan units stay with the developer's escrow account, never the platform.

04

A landlord to tenant platform

Owners list directly, pay a listing fee or subscription, and tenants enquire without a broker. Verification focuses on title deed or authorisation, and the platform makes clear where a licensed broker is required by law. Payments are simple; trust and moderation are the main investment. Clear guidance pages tell owners which steps, such as Ejari registration, still sit with them after a tenant is found.

Six stages from revenue model to a live property marketplace.

  1. 01Model and rules workshopIn Dubai, at your office or ours, we agree who pays, what they buy, verification steps, refund rules and the communities you launch with.
  2. 02Payments and compliance planWe choose the payment gateway, map VAT treatment and invoice formats, and write down how permits, licences and personal data are checked and stored.
  3. 03Two sided designBuyer search and listing pages, plus agency dashboards for onboarding, packages, billing and leads, designed in English and Arabic.
  4. 04Platform buildAccounts, verification queue, listing engine, credit ledger, subscriptions, payment and refund flows, and admin tools built in short reviewed releases.
  5. 05Pilot with real agenciesA small group of agencies onboards, buys packages and posts listings, so billing and moderation are tested with real money before a public launch.
  6. 06Launch and scalePublic launch, marketing landing pages, then promoted placements, lead billing and new communities added in the order the data supports.

Technology

What we build this with.

A web framework such as Next.js with Laravel or Node services behind it, a dedicated search index, a ledger for credits and payments, and hosting sized for listing photos. Agencies push stock through XML feeds or an API we document for them.

Questions founders ask before building a property marketplace.

Verification, billing, moderation and payouts, mostly.

Listings are the visible part. Underneath, the platform must confirm each agency's licence, check permits, sell and track packages, issue VAT invoices, handle refunds and record disputes. If you take booking deposits, it must also split payments and pay operators. We scope these commercial pieces first because they decide whether agencies trust the platform enough to pay for it. Dubai buyers also expect Arabic and English throughout, which affects every template and every email the platform sends.
