Services · Ecommerce development · QR menu ordering marketplaces

Scan, order and pay platforms that serve many Dubai kitchens from one cart.

Codeeo delivers QR menu ordering website development in Dubai for food halls, hotel groups, beach clubs and platform businesses that run ordering for many restaurants at once. A guest scans the table code, orders from one stall or several, pays with Apple Pay or card, and each kitchen receives only its own tickets. Behind the scenes the platform onboards vendors, takes your commission, settles payouts and handles refunds when an order goes wrong.

This page is about the paid ordering platform with several sellers. A single restaurant that only needs a readable menu and reservation requests is better served by a menu website without checkout, which we also build. Here the focus is checkout, settlement between operator and vendors, and the controls that keep money and food moving during a busy service.

Built for
Food hall operators, hotel and resort F&B teams, mall and leisure destinations, and startups building a table ordering marketplace for Dubai venues.
Typical timeline
Vendor model, payment provider and kitchen setup are settled in discovery, and the go-live is staged venue by venue on dates agreed with you.
What you own
The platform code, the vendor and order data, the merchant relationship with your payment provider, and the admin tools, all in your company's accounts.

What the platform handles

From the table scan to the vendor payout.

Ordering from a table looks simple to a guest and is anything but simple for the business running it. When ten stalls share one dining floor, one guest might want a poke bowl from one counter and a coffee from another, pay once and get both. That money then has to reach two separate trade licences, minus your commission and the payment fees, with VAT handled correctly on each side.

We build the guest ordering flow, the vendor side and the operator console as one system. The capabilities below are the ones a multi vendor ordering platform in Dubai usually needs; discovery decides the order in which they ship. Anything that touches money, such as payouts, refunds and VAT, is designed with your finance team in the room, because fixing a payout rule after vendors have been paid is far harder than getting it right first.

Explain your project
  • Table aware ordering

Each code carries the venue, area and table, so orders arrive with a location and runners know where to go. Guests browse every open vendor on that floor, filter by cuisine or diet, and see preparation times before they commit. Closed stalls and sold out items hide automatically.

Orders reach the right table without a guest walking to a counter.

  • Multi vendor cart and single checkout

One basket across several vendors, one payment, and the order split into separate tickets per kitchen. Modifiers, notes and combos follow each vendor's own menu rules, and the guest receives one receipt with each seller shown clearly.

Guests pay once while each stall keeps its own sales.

  • Payments built for dine-in

Apple Pay, Google Pay and cards through a payment provider licensed to operate in the UAE, with tokenised cards so the platform never stores card numbers. Optional pay at counter for venues that want it, and pre-authorisation for tabs at beach clubs or pool bars, settled when the guest closes out.

Checkout takes seconds on a phone, with no card data on your servers.

  • Vendor onboarding and checks

Vendors sign up, upload their Department of Economy and Tourism trade licence, food safety approvals from Dubai Municipality, VAT registration if they hold one, and bank details for payouts. Your operations team reviews and approves each one before its menu can go live.

Only verified, licensed kitchens can sell through the platform.

  • Commission and payout engine

Commission set per vendor, per category or per venue, deducted at the point of sale, with payouts on a schedule you choose and statements each vendor can download. Refunds, chargebacks and adjustments flow back into the next payout instead of being chased by email.

Vendors see exactly what they earned and what was deducted.

  • Kitchen tickets and order status

Orders print to existing kitchen printers or show on a browser based kitchen screen, with accept, preparing, ready and collected states. Guests follow progress on the same page they ordered from and get a message when food is ready for pickup or on its way to the table.

Kitchens work from their own queue and guests stop asking where food is.

  • Refunds and disputes

Guests report a wrong or missing item from their receipt page. The vendor sees the claim, can accept or respond, and your operations team decides when the two disagree. Partial refunds go back to the original payment method and the record stays on the order.

Problems are settled with a clear trail instead of arguments at the counter.

  • Ratings and vendor quality

Short ratings after collection, moderated by your team, with vendor scorecards covering preparation times, refund rates and cancelled orders. You can use them to decide on placement in the menu, renewals of vendor agreements and where to put a struggling stall's coaching time.

Quality problems show up in data before they show up in reviews.

  • VAT and tax invoices

Prices shown inclusive of VAT, with tax invoices that show the correct supplier and Tax Registration Number for each vendor or for the operator, depending on how your model is set up with your tax adviser. Commission invoices to vendors are generated automatically.

Finance closes each month from platform reports, not spreadsheets.

  • Operator console

Venue opening hours, vendor status, live orders, sales by vendor and table, payouts due, refunds and promotions in one admin. Roles separate your operations, finance and support staff, and each vendor gets its own login limited to its kitchen.

One screen tells you how every vendor and venue is doing.

Who this is for

Four operators who need ordering with several sellers.

Restaurant ordering platform development in Dubai only pays off when more than one kitchen is involved, or when you are building the service for others. These are the four operators we hear from most, each with a different reason to run many sellers through one checkout.

01

A food hall or market operator

Food halls in malls and destinations such as Downtown, Dubai Marina or Dubai Hills need guests to order from any stall from any seat. We build the hall wide ordering, the split tickets per stall and the commission model in your lease or licence agreements, so the operator collects once and pays each concept automatically. New concepts joining the hall get a vendor login, upload their menu and go live once your team approves them, without a developer involved.

Commission rules follow your vendor agreements, not a fixed template.

02

A hotel or resort with several outlets

Guests at a pool, beach or lounge want to order from the restaurant, the bar and the snack kiosk without walking between them. Each outlet may be a different cost centre or even a third party operator. The platform routes orders and revenue per outlet, charges to the room where your property management system allows it, and keeps poolside service moving. Menus switch by time of day, and an outlet that closes at sunset disappears from the poolside menu on its own.

03

A leisure or entertainment destination

Cinemas, bowling, padel clubs and family entertainment centres often lease F&B to outside brands. Guests order from their seat, lane or court, and payouts go to each brand. We handle peak times around events with order throttling, so kitchens are not flooded the moment a session ends. Pre-ordering during a film or match lets guests collect at the interval rather than queueing for it.

04

A startup selling table ordering to venues

If your business is the platform, you need restaurant self onboarding, white label ordering pages per venue, your fee on each order or a subscription, and payouts through a provider that supports marketplaces. We build it as a product you can sell, with the controls you need when hundreds of venues use it. Your own pricing to venues, whether a fee per order or a monthly plan, is configured in the admin rather than hard coded.

Your payment provider must support split payouts; we confirm this early.

Six stages from first workshop to live orders in Dubai.

  1. 01Workshop at the venueWe spend a service at your Dubai venue, map where guests sit, how kitchens are laid out and how money flows between operator and vendors.
  2. 02Money model and providerCommission, payouts, VAT treatment and refunds are agreed with your finance team, and a payment provider that supports split settlement is chosen.
  3. 03Guest and vendor designThe ordering flow in English and Arabic, the kitchen screen and the vendor dashboard are designed and tested with real staff.
  4. 04Build and integrationsOrdering, payments, printers, kitchen screens and any POS or hotel system connection are built and tested with live test orders.
  5. 05Pilot with a few vendorsA soft launch with selected vendors and tables shows where queues form, before the platform opens to the whole venue, with our team on the floor during the first busy service.
  6. 06Rollout and supportRemaining vendors are onboarded, payouts are reconciled for the first cycles, and improvements follow from real order data.

Technology

What we build this with.

The guest side is a fast web app that opens in the browser after a scan, with no download. The platform runs on cloud infrastructure that can be hosted in the UAE, with payment, printer and POS connections through documented APIs your future developers can maintain. Monitoring alerts us if a kitchen printer goes offline or payments start failing, before guests notice.

Questions operators ask before building table ordering.

It depends on the number of vendors, the payment model and the integrations.

A single venue with a few vendors and a standard card checkout is a smaller build than a multi venue platform with split payouts, hotel room charging, POS connections and white label pages for outside restaurants. Discovery fixes the scope, and we price against that written scope. Payment provider fees are a separate cost agreed between you and the provider. Ongoing hosting, support and new features after launch are scoped separately, so you can see each line clearly.
